Power BI Premium Per User includes all the features of Power BI Pro and most of those of Power BI Premium.

These additional features include, for example:
- Templates up to 100 GB and storage space up to 100 TB
- Data refresh up to 48 times per day per dataset
- Advanced AI features and paginated reports...

With a Power BI PPU license, a user can view and modify reports and dashboards created by Power BI Pro and Power BI PPU users. If they have been shared with him/her, of course.
